Administrative Assistant's Report

For Meeting of October 22, 2015

The meeting will begin at 6:30 PM at the school with the Gravel Ordinance public hearing beginning at 7PM.  I’ve asked Kendall Davis if he could record the meeting for us.

I’ve attempted to keep the agenda fairly brief with the exception of the budget workshop which will occur after the public hearing.  I honestly have no idea what kind of attendance we will get at the hearing.  There is a fair amount of buzz around town about the ordinance, so I’m in hopes that we’ll see a lot of folks show up and share their questions and opinions.

Minutes, October 8, 2015 – Please look over the minutes and make any written corrections you can find.

Warrant 9 – This will be posted on the website and updated periodically with the final version printed and placed before you at the meeting.  We have a couple of school warrants and I will have to transfer money in from investments to cover the checks.  Also on here is a new catch pole for our animal control officer, and, gulp, the first snow plowing bill. 

Cash & Budget Reports – These too will are posted on the website and will be updated periodically with a printed version for you on meeting night.

Tree Trimming Bids – I’m in hopes that we’ll get a couple of bids for Shore and Mill Road.  I’ve sent the bid spec to 5 folks that do tree work in the area.

Trash Transportation Contract Extension – I’ve called Pine Tree Waste and expect to hear back from the sales manager (Jim Dunning) in the next week or so.  The gentleman I spoke with said several towns have been asking to extend the contracts through the end of March 2018, so it’s not an unusual request for Pine Tree.

Municipal Review Committee Contract – A proposed contract from the Municipal Review Committee came in yesterday’s mail.  It’s very large and quite frankly I’ve not reviewed it.  We’ve got some time before you have to decide whether to stick with the MRC and utilize the disposal plan they are proposing, or contract directly with PERC and continue sending trash to Orrington.  I’ll try to provide some cost analysis in the coming months.

Gravel Ordinance – Public Hearing – The hearing is advertised to start at 7:00 PM.  Gary should declare the meeting open.  I’ve printed up a number of summary documents, some “highlighted” versions, and some copies of the ordinance without the highlights.  I will probably print up more before the meeting, just in case. 

I would like to be considered as an answer resource for any questions about the ordinance, since I typed the ordinance and have been involved with most aspects of drafting the language.   My plan is to have amplified microphones at the gym for the Selectmen, myself, and the public to testify into.

Summary Document/Highlighted Ordinance – I sent you the reply (to the mysterious Larry) in regard to availability of these documents at the polling place.  The advice from MMA mirrors my advice – that they not be within 250-feet of the polls.  I have posted both of these documents on the website.  If you get requests for printed copies, please refer them to me and we can supply them if needed, but they will not be in public view during the absentee balloting time and not while the polls are open on November 3, 2015.

Traffic Light – I’ve place a memo in your packets in regard to the traffic light installation.  Bottom line, the installation company is waiting for power, which we are arranging to install.

Budget – I supplied you with the proposed administration and solid waste budgets last meeting.  Please bring these with you.  I should have notebooks today or tomorrow and will stick copies in for the meeting.  Please review these and feel free to suggest changes.  This is your budget, I just make suggestions and will not be offended if the board wishes to have something different.

Meeting Dates – I’ve put meeting dates for the 2nd and 4th Thursdays for January and February returning to your normal meeting schedule.  Let me know if that needs to change.

At this time there are no matters for executive session that I am aware of.  If the Superintendent of Schools succeeds in getting a number regarding a possible property purchase, there might be a need on Thursday evening.
