I hope everyone had a great holiday season. After 4-weeks off, you’d think that business would have backed up, but the agenda is manageable. We’re expecting a good sized snow storm on Tuesday. We’ve kinda been spoiled this winter.
It has been quite busy at the town office in the interim, and the holidays seem to have helped put me behind a bit. I finally finished the January Lamoine Quarterly. The draft was e-mailed and a printed copy of that draft is in your packet. If you can edit any errors and either drop off the paper copy or e-mail corrections, that would be most appreciated.
The day of the meeting, I will be in Sullivan to receive training on the new speed sign we’re getting. More on that later on.
Minutes – December 13, 2018 – Please review the minutes for any errors and/or corrections.
Expenditure Warrant 14 – Thank you to all who stopped by on December 27th to sign the warrant. If there was anything you wish to discuss, please bring it up. I’ve put a copy in your packets.
Expenditure Warrant 15 – This will be periodically updated on the website and printed for meeting night.
Cash and Budget Reports – Again, periodically updated on the website and printed for meeting night.
Checking Reconciliation – This was e-mailed to you on January 2nd. All balanced well.
Foreclosed Property Update – I’ve printed a list (it keeps changing by the hour today) of where things stand on the 2016/17 taxes. One property owner plans to attend your meeting on Thursday to discuss a possible time extension. You don’t have any authority to grant an extension, however you can either consider a poverty abatement, a waiver of foreclosure, or after automatic foreclosure entering an agreement to pay the town.
Code Enforcement – Rebecca and the forester who did the report (in your packet) will be here to explain the K&T situation off Seal Point Road.
You asked to discuss hours and budgeting with Rebecca and I’ve asked her to be ready to discuss that. I’ll prepare a report of where things stand on the current budget.
Comprehensive Planning Update – They’re submitting a final product for the annual town meeting in March. A letter from Fred Stocking is in your packet.
Speed Sign Update – I e-mailed a contract from MDOT for the speed monitoring sign and did not hear back any objection, so I’ve signed that and sent it to MDOT. Thursday, as noted above, is the training session. It requires a laptop computer, and we have one kicking around that I’ve updated. I did order a new battery for it which should be here in time for the class. The training is between 9am and Noon, so I’ll be out of the office in Sullivan during those hours. I don’t know if we’ll have the sign after the training or when it will show up.
Budget 2019/20 – I’ve printed off fresh copies of the 19/20 budget with the committee’s recommended numbers.
Annual Town Meeting – I have not started the draft warrant, but will have one Monday or Tuesday. I will e-mail the draft so that we can discuss articles.
I have e-mailed Harvey Kelley to let him know of the date and await a response on moderating.
Town Report – An estimate from the printer of the previous many years is in your packet. It’s about the same as last year, though I would recommend increasing the print run by 25 as we ran out of reports this year.
Community Center Meeting – I’ve put the memorandum that was sent to selected people about the January 21, 2019 meeting in your packets.
Lamoine 150 – Jo has requested that this be a standing item on the Selectmen’s Agenda from now through 2020.
Other – The audit is nearly done, I’ve printed off the opening balances from Jim Wadman’s office for your packets. Once I do the bookkeeping, a 4th page will be added to your bi-weekly report showing current impact on fund balances. The town is in an excellent position financially.
