Lamoine Board of Assessors

Minutes of May 11, 2010

The meeting came to order at 7:00 PM

Present were: Assessors Jane Fowler, Michael Jordan, Terry Towne, William, Blake & Duncan Haass and Barbara Davis

A brief discussion took place with William Haass regarding the withdrawal from tree growth and subsequent penalty that was levied in 2008 on his mother's three lots. Mrs. Davis, though present, had no input into the discussion. The board had to end the arguments as there had been no in depth discussion as a board and no firm decision has been made on how to proceed.

The board asked if harvesting of wood products was taking place on Mrs. Davis's lots. Mr. Haass answered yes.

Minutes – Terry moved to approve the minutes of March 3, 2010. Mike 2nd . Vote in favor was unanimous.

Terry moved to amend the minutes of April 14, 2010 to include the following regarding an application for tree growth program enrollment: “The application was submitted by Dennis and Nancy Ford, Map 8 Lots 19-1 and 19-2. The reasons for denial were

  1. The two lots cannot be combined into one application
  2. The two lots are not in the same ownership.
  3. Each lot by itself does not qualify because it lacks the minimum acreage requirement.”

Mike 2nd the motion. The amendment and the minutes were approved in a unanimous vote.

The board discussed the meeting with Rudman and Winchell and decided more time is needed to outline a decision.

The board tabled discussion and decision on applications for abatement from the attorney representing Barbara Davis (Map 8 Lot 22, Map 5 Lot 4, Map 4 Lot 41B)

The board postponed action on issuing a supplemental tax bill for Map 3 Lot 5 in order to verify that the law allows the town to go back 10-years to recover taxes on properties that receive a homestead exemption beyond their legal right.

There was a brief discussion on the Hartline issue in regard to maps. The board believes the application for Tree Growth Status has to have a map.

The University of Maine has offered to do digital mapping of the town. It was agreed that would be a great idea.

The next meeting will be held on May 26, 2010 at 7PM.
