Minutes of April 4, 2012
Assessors Present were: Assessor Michael Jordan and Terry N. Towne
Assessor Absent: Chair, Jane E. Fowler
Public Present: Merrill Davis, Mildred Davis, Hugh Porter, William Haass and son Blake, Barbara Davis and Teresa Davis
The meeting was called to order at 7:00 PM
The board met with Merrill Davis and Mildred Davis to review the Forest Management Plan they submitted for Tree Growth Law enrolled parcels, Map 5 Lot 28 and Map 17 Lot 14. The plans' submissions were requested by the Board of Assessors' to comply with the 120-day notice for the required updated plans.
Discussions with Mr. and Mrs. Davis and their forester, Hugh Porter centered on the statutory requirements of the Tree Growth Law, the plans that were submitted in response to the 120-day notice and what documents Hugh Porter had forwarded to Mr. and Mrs. Davis. Mrs. Davis stated that the plans she had submitted to the town were in error and they were actually intended for a someone interested in purchasing their property. She sent what was intended for the town to the other party. There was a discussion about the dates on the bottom of the cover page of the Forest Harvest and Management Plans and Mrs. Davis admitted to typing the dates to the plans after Hugh Porter stated that he did not date the plans, but those documents were intended for the other party. The required updated plan was discussed and Hugh Porter stated that his letter dated 12/8/09 was the updated Forest Management and Harvest Plan. Hugh Porter agreed to send to the Board of Assessors an updated plan, which includes an effective date for the plan, along with all the past Intent To Harvest notification for both lots. Further discussions were tabled until the May meeting when Mrs. Fowler would be present.
The Old Business agenda item was an update on the status of quarterly review.
The New Business agenda item was a possible request by Assessor Towne for an earlier meeting on the scheduled days of the monthly assessors' meetings.
The next meeting will be held on May 2, 2012 at 7:00.
