Board of Assessors

Minutes - May 3, 2017


The meeting came to order at 10:00 AM.

Present were: Assessors Terry Towne, Jane Fowler, and Michael Jordan

Minutes - Terry moved to approve the minutes of March 18, 2017 and April 5, 2017 as printed.  Michael 2nd.  Vote in favor was 2-0, Fowler abstained.

Abatement Appeal (Map 10 Lot 8-5) – A letter to the Hancock County Commissioners was prepared responding to Mr. Rhyne’s appeal request, noting that the reason stated on that request does not match the denial reasons by the Board of Assessors.  All assessors signed the letter.

Farmland Valuation (Map 7 Lots 29 & 33) – The board agreed to assess the property to Sandra D. Allen, Trustee of the Pinkham Family Shore Trust.  It had been previously communicated to Erva Pinkham that the board would accommodate the farmland update with the owner as of April 1st.

Gravel Pit Valuation – It was moved and 2nd to have Terry respond to Kathleen Rybarz by e-mail with a copy of the land schedule prepared for the Town of Lamoine by RJD appraisal specifically answering her questions about how gravel pits are assessed.  Vote in favor was unanimous.

Lot Consolidation Request – Meadow Point – The Board agreed to review the matter with appraiser Matt Caldwell when he is present.

Mapping Corrections – The Board agreed to ask Mr. Caldwell to make corrections to the tax maps when he is present.

Valuation Questions – Map 3 Lot 27 – Michael reviewed his conversation with Mr. Palmer, the owner of Map 3 Lot 27 who had given him an appraiser’s valuation on the property.

Lamoine Grange – The Board noted that they had not received any further information regarding a change in status of the property.  It was moved by Terry and 2nd by Michael to remove the exempt status from the Grange and have RJD Associates assess the property.  Vote in favor was unanimous.

Map 4 Lot 41-A – It was moved by Terry and 2nd by Michael to keep the property valuation on this lot the same, but to remove the Michael Keene personal property account.  Vote in favor was unanimous.

Map 5 Lot 2 – Michael moved and Terry 2nd to take no action regarding a request to reduce the valuation on this property, but to send RJD Appraisal to look at it.  Terry 2nd.  Vote in favor was unanimous.

Other – Map 2 Lot 10 – The Board discussed an issue with this property and will follow up next meeting.

Next Meeting – The Board will hold its next regular meeting on June 14, 2017 at 10:00 AM.

There being no further business, the meeting adjourned at 11:55 AM
