Board of Assessors

Minutes - April 18, 2018

 

The meeting came to order at 8:00 AM.

Present were Assessors Terry Towne, Jane Fowler, Brian Thomas; William Haass (arrived 9am)

Minutes – March 15, 2018 – Terry moved to approve the minutes. Jane 2nd.  Vote in favor was 3-0.

Personal Property – Terry moved the remove the Christopher Norris personal property account from the assessments.  Brian 2nd.  Vote in favor was 3-0.  The Board noted that if an abatement is in order, the Board of Selectmen should do so.

Application for Open Space – Terry moved to approve an application for open space status to Marcia Crabtree (Map 8 Lot 7).  Brian 2nd.  Vote in favor was 3-0.

Request for Reassessment – Jane composed a letter to Neila McIntyre in response to a request for reassessment indicating that the town’s appraisal company would visit the property in May.

Tree Growth – The board met with William Haass who discussed his current forest management plan and the intent to add more property to tree growth valuation. 

Terry moved to contact Tim Post of the Maine Forest Service to request that the agency perform an on-site review of all of the tree growth properties regarding compliance with the forest management plans on file.  Vote in favor was unanimous.

Tax Exemption – Lamoine Bayside Grange/Lamoine Community Arts – After a brief discussion Terry moved to grant tax exempt status to Lamoine Bayside Grange (Map 15 Lot 32) based on a new application.  Brian 2nd.  Vote in favor was 3-0.

Quarterly Review – The board divided out the annual quarter review work.  Terry will review Map 1, Jane Map 3, and Brian Maps 15 and 20. 

The board deferred action on personal property schedules and homestead exemption applications to a later, unspecified date.

Next Meeting – The next regular meeting will be May 2, 2018 at 8AM
