Minutes - October 26, 2015

Robin Veysey called the meeting to order at 6:30 PM.

Present were: Budget Committee members Marion McDevitt, Connie Bender, Cece Ohmart, Robin Veysey, Merle Bragdon; Administrative Assistant Stu Marckoon, Selectman Jo Cooper.

Selection of Officers – Merle moved to have Robin chair the committee.  Cece 2nd.  Vote in favor was 4-0 (Veysey abstained)

Cece moved to have Merle serve as the vice chair.  Connie 2nd.  Vote in favor was 4-0 (Bragdon abstained)

Robin moved to have Stu serve as the secretary.  Cece 2nd.  Vote in favor was 5-0.

Budget Priorities – Stu reported that the Selectmen have opted to hire a facilities maintenance director who also is in training to be the assistant code enforcement officer, and that’s the only major change of note for next year’s budget.  There was a brief discussion about paving and heating fuel prices.  Connie asked about legal fees and whether the proposed budget will be high enough.  Stu said it may depend on next Tuesday’s gravel ordinance vote, though lawsuits were NOT the impetus for the proposed ordinance changes.

Administration Budget – The committee reviewed the written budget proposal.  Stu said the proposal comes following Selectmen review the previous Thursday which kept his proposal to the Selectmen unchanged.  It was noted the only major change was the new facilities maintenance provision noted above.

Solid Waste – There was a brief discussion about unknown trash transportation costs.  Stu reported the Selectmen have inquired about extending the transportation contract beyond the June 30, 2016 expiration with Casella to expire when the PERC contract expires in March 2018.  He said he’s not received any proposal yet.  There was a brief discussion about the future of trash disposal at the PERC plant and the proposed new facility from the Municipal Review Committee.

Future Meetings & Budget Reviews – The Committee set the following dates for meetings:

Stu said he would contact the school department to see what their tentative budget schedule might be.

Jo Cooper gave a brief rundown of the County Budget process.

There being no further business, the meeting adjourned at 7:07 PM

Respectfully submitted,

Stu Marckoon, Secretary
