Budget Committee

Minutes - December 17, 2018 (Draft, subject to correction)

 

Chair Robin Veysey called the meeting to order at 7:01 PM.

 

Present were: Budget Committee members Connie Bender, Robin Veysey, Tiffany McMullen, Merle Bragdon, Alternate Paul Howaniec (not voting yet), Secretary Stu Marckoon and Selectman S. Josephine Cooper.

 

Minutes – December 10, 2018 – Merle moved to approve the minutes as presented.  Tiffany 2nd.  Vote in favor was 3-0.  (Bender abstained)

 

Recreation Committee Budget – Stu reported the Recreation Committee has been in a bit of a state of flux lately, but created a budget at their last meeting.  He reported expenses are up because of a plan to purchase an appropriate set of soccer goals.  He said revenue was lowered from program fees to reflect reality of the soccer, basketball and cheering programs.  He said he proposed that the Recreation Fund be utilized to offset the impact of the expenses and revenues and that was met favorably by the Rec Committee secretary. 

 

Connie said she was glad to see that families are taking advantage of program offerings.  Jo asked if Hancock or Trenton support the program.  Stu said only with program fees for residents who use them.  He said Lamoine families participate in some programs that utilize Trenton and Hancock as well.

 

Robin noted the soccer goal costs are greater than the overall budget impact.  Stu said the full budget spreadsheet before the Board this evening included the proposed rec budget.

Stu thanked the committee for its work.  He said the Budget is lower than last year thanks to less paving being proposed.  He said the total tax impact for the non-education portion of the budget is less than 1-mill of property taxes. 

There was a discussion regarding the timing of the 2019/20 Education Budget and whether the validation vote would include a vote to terminate the validation vote.  Stu said the school budget generally is ready in April for a May town meeting with a June validation.

There being no further business, the meeting adjourned at 7:25 PM.
