Lamoine Cable TV Channel Committee
Minutes of September 7, 2004

Chairman Henry Ashmore called the meeting to order at 7:03 PM

Present were: Cable TV Committee members Henry Ashmore, Patricia Heath, John Wuorinen, Laura Trepanier, Frank Murray, Nicholas Pappas and secretary Stu Marckoon.

Minutes – The minutes of August 10, 2004 were approved on a motion from Mr. Wuorinen and no objections noted.

Dr. Ashmore revisited the meeting in Ellsworth with Mrs. Trepanier. He reported the committee attended a Selectmen’s meeting and asked them to approve the proposed role of the committee, which they did. He said the Selectmen agreed they could spend money from the Cable TV fund. Stu reported there is about $8,300 in the fund, with another $4,000 to $5,000 expected in December.

The committee discussed the equipment list supplied by JMAC. Mr. Murray asked if the Selectmen could front some money in anticipation of the December check. Stu said that might require town meeting approval, or at least approval by the Selectmen. Mr. Wuorinen suggested that the budget is doable with only one camera and two monitors. There was a lengthy discussion on the price list and the needs. The committee asked Stu to get a price for both a two camera and one camera setup, and possibly ask the Selectmen for an advance on the December check.

Mr. Murray said the committee needs to decide on the number of cameras. Mrs. Heath asked about the cost to upgrade. Stu said he was unsure. Mrs. Trepanier said we would probably have to pay for wiring. Dr. Ashmore suggested putting in the wiring now. Mr. Wuorinen said there is already some audio equipment. Discussion followed on buying an audio mixer, and what is meant by a consortium town.

Mr. Wuorinen moved to recommend a 2 camera setup. Dr. Ashmore said they would need to know the cost. Discussion followed and the committee agreed if it comes in under what is in the fund, they wouldn’t need Selectmen approval. Mr. Pappas 2nd the motion. Mr. Murray said if the amount is over the current fund amount, the committee should ask the Selectmen to front the money. Vote in favor of the motion was 6-0.

Dr. Ashmore said to save time for having another meeting, if the cost is greater than $8,300, they need to ask the Selectmen for an advance on the income. Mr. Murray moved to allow Stu to have some leeway on ordering equipment. Stu said he understands he has a ceiling, and if he finds the equipment and it’s a reasonable cost, he could go ahead and order it. The committee approved ordering a 12-channel Yamaha audio mixer as per the specifications available at the meeting.

Timetable – The committee agreed the timetable for getting going on broadcasts hinges on installation of the equipment.

Volunteer Recruitment – Dr. Ashmore said we’re talking about volunteers to operate the equipment. Mrs. Heath said MDI High has a media program. Dr. Ashmore said he could talk with Bob Maddocks of the Hancock County Technical Center. There was a discussion about broadcasting games at the school. Mr. Pappas suggested having parents tape it on a camcorder.

Mr. Wuorinen said the Appeals Board would have a long meeting on Sunday, and asked if there were any problems with getting odd timed meetings on the channel. Dr. Ashmore said there needs to be a program schedule and someone to manage it for the air. Discussion followed on the various decisions that need to be made by the committee. Stu relayed a story about policy that is being made in various towns concerning airing a tape concerning the property tax cap question.

Dr. Ashmore offered to draft up a set of policies based on the policies in Wells and Bangor for the committee to go through. The committee said they’d appreciate that.

Next Meeting Date – The committee will meet next on September 21st at 7:00 PM.
