Minutes of July 25, 2013
Chairman Fred Stocking called the meeting to order at 7:04 PM
Present were committee members Joseph Young, Amy Duym, Fred Stocking, Perry Fowler, Merle Bragdon; secretary Stu Marckoon. Committee members Cathy Gaianguest and Valerie Sprague had notified the committee they were unable to attend.
Minutes of June 13, 2013 – Joe moved to approve the minutes as distributed. Merle 2 nd . Vote in favor was 4-0 (Fowler abstained).
Plans from other communities – Fred noted that Stu sent e-mail linking the South Thomaston and Trenton comprehensive plans. Merle said he was impressed that Trenton's listed about every business in town, and he was surprised how many there are. Fred said he looked at the process included in each report, and Trenton did not include much in its plan. He said there did not appear to be a questionnaire in the appendix, and it's not clear how they got their input. He said a contractor clearly wrote the plan. Joe remarked that Lamoine's plan looked pretty good, even though it's been quite a while since it was done.
Fred said Lamoine followed a similar process to South Thomaston's plan, as he recalled from reading the procedures. Amy said South Thomaston had good clarity evident right up front. Fred said Trenton's plan gave a 5-to-10 year time frame, which he said surprised him because he would assume it to be a much longer span.
Fred said he spent a lot of time with the state guidance packet which is 60-very detailed pages and lays out the outline to use. He said the state data can be used as current as long as the process takes no longer than 3-years. He said there are 12-categories and listed the required categories, noting that a state data set is available in some form for those categories.
The board asked to find out how much it cost to develop the plans from Trenton and South Thomaston.
State Information - Fred said he printed off the link to the Comprehensive Plan Review Criteria Rules. He said there is some procedural stuff, an approval process and it sets out various categories. He said the categories list the state goal, data, conditions, trends and policies. He said the town has to address strategies toward meeting the goals. He said each section is at least 3-pages long. He said it seems like a pretty strict template.
Amy said she was impressed that South Thomaston had a vision statement as part of its plan. Fred said future land use is considered a vision in the Trenton plan.
Fred said he looked at each data set the state provided for each category. He said a lot of the data was a little sketchy and will need supplementing. He said there is a lot of natural resource data, but there are a lot of flaws in the state data mix.
Next Meeting – The committee agreed it was looking forward to meeting with MacGregor Rocco from the State. It will be held on Wednesday, August 7, 2013 at 6PM at the town hall.
Other – Fred read an e-mailed message from Cathy Gaianguest. Amy read an e-mailed message from Valerie Sprague.
Perry asked for clarification on the role of this committee. Fred characterized it as a knowledgeable budget working committee. A brief discussion followed.
Joe asked if the committee should speak with consultants. Fred said he thinks that is inevitable, and said the quality of consulting work will have to be assessed.
