Lamoine Comprehensive Planning Committee

Minutes - September 14, 2017 (Draft, subject to correction)

  1. Meeting called to order by Fred Stocking at 6:37pm. Those in attendance were Mike, Kathie, Bob, Richard and Fred. Tom Martin of HCPC also joined the meeting.

  1. Minutes from Aug. 28, 2017 were considered. It was moved and seconded to accept minutes 4-0.

  2. Tom Martin, from HCPC, presented a draft the Economy section. There was discussion about data compiled. Tom asked about impact of tourism. Fred shared earlier Monkey Survey showed low vehicular traffic. He also shared from survey, Lamoine was an attractive place to live. Tom reported Lamoine was 2nd most affordable place to buy a house in Hancock County, based on household income and home price.

Discussion on Economy section:

Bob noted that the Select Board has contracted with Sewell Co. to check broadband capacity all over town, with the results expected in the next month or so.

Question #3 in draft … Kathie asked about town not having village center, as we do have Lamoine corner... possible community center …. Fred said this is what we have at present.... some discussion on available sub-division lots in town.

Question #6 Kathie asked if this draft answer was adequate... some discussion as to ordinances involved.

Question #7 Mike said that there is a public water facility, Cold Spring Water Co., serving over 50 homes as well as the school and fire dept.

Tom Martin will revise the section based on input tonight.

Fred will rewrite Goals and Strategies for Economy section after reviewing the next draft

  1. Review of Activity since Aug. 24th meeting:

*Lamoine School material shared by Gordon Donaldson for inclusion to Public Facilities section.

*Community Meeting date: confirmed for Sat . November 18th 10-2pm at Lamoine School

*Revisions of Public Facilities section : Fred and Andrea will do workshop session

*Fiscal Capacity: Fred will do draft with info received from Stu

*First Invoice from consultant, Rick Taintor : about a quarter of allotted budget

*Work on Natural Resources sections : Kathie and Val will continue to craft

  1. Fred sees next meeting for work on all Goals and Strategies

  2. Date set for Community Meeting: Sat. Nov. 18th from 10-2pm at Lamoine School

  3. Meeting adjourned at 7:45pm
