Lamoine Conservation Commission Minutes- March 15, 2006

The meeting was called to order at 7:07 PM .

Present: Carol Korty, Donna Theall, Fred Stocking, Lynda Tadema-Wielandt, and alternates Bob Pulver and Donna Thorburn. Absent: Tom Spruce.

Attending: Associate Nancy Pochan and members of the public Lucia Michielli, Willem Brutsaert, Ken Smith, Michael Garrett, Don Bamman and Jeremiah Graham.

1. Review of Agenda. No changes.

2. Consideration of Minutes. February minutes were read by Lynda Tadema-Wielandt. A motion was made and seconded to accept the minutes with minor corrections. The vote was 5 to 0.

3. Check-in on preparations for Roadside Clean-Up 2006. Georgia Munsell cannot work the day of the cleanup and asked Lynda TW to take over that day. Lynda said she would unless her grandson's birthday was celebrated on that day. The birthday party is to be on that day. Lynda asked for volunteers for various tasks, and was gratified to get help for all of them.

Donna Thorburn will drive around handing out more water and extra trash bags.

Don Bamman will pick up trash bags from non-state roads and take to the transfer station.

Jeremiah Graham will greet volunteers at Town Hall and give them their supplies and clean-up routes. Lynda will send them information given by the Chair, Georgia Munsell.

Lynda TW – Do Not Litter signs (the size of No Parking signs), $19.50 from White Sign Shop in Bangor , 827-5802. Ten foot metal posts ($17.33). MDOT would help us install them – Mike Bailey, 941-4500. Check if LCC has money from sale of compost bins.

4. Freshwater Initiative Update: Water Testing (Carol), School Project (Bob). Carol K. has received written confirmation from three gravel pit owners allowing LCC to install loggers in their pits. Pit owners: Dick King and Tim Gott, Lamoine; Pat Jordan, Ellsworth.

Carol will attend a conference in Boston co-sponsored by New England Grassroots Environmental Fund (NEGEF) and Toxics Action. Fred suggested she contact Naomi Shalit who runs a group called Maine Rivers Land Trust. NEGEF has provided funding for our Freshwater Initiative, and we hope will help with Phase II.

Carol has sent 24 letters to well owners in Lamoine and Hancock, and 8 people have agreed to have their wells tested. She will follow-up on the others in early April.

John Peckenham has received a second grant for $24,000 from the Island Foundation ensuring a stipend for Teresa Thornton and work on Phase II.

Bob P. – school project is very successful. He and Carol have been at Ellsworth High School to help with the testing. The Ellsworth teachers, Cindi Eaton and Marty Dayton reported their projects to their school board and are very enthusiastic. Tomorrow he will meet with Lamoine teachers to set a date for the testing. Students in Ellsworth will analyze the Lamoine data and prepare a PowerPoint presentation to present to selectmen. The schools have each received a set of maps, and Lamoine School has received a GPS and a screen that attaches to a calculator for easy visibility.

Bob suggests that next year Lamoine 7 th and 8 th graders coordinate with Ellsworth High School students, take a field trip and get to know the Ellsworth staff and facility.

5. Freshwater Initiative: Aquifer Protection Overlay Zone Ordinance Update and other plans re: coordination with Hancock and Ellsworth. Fred will present a notice type ordinance like Hancock's including actually dangerous things that are over the aquifer in early May. He will also prepare a commercial water extraction regulation. People will feel it is protective rather than obstructive.

6. Listening to the concerns of those attending. Ken Smith mentioned the annual meeting of the Maine Resource Recovery Association at the Samoset on Saturday, April 24. He also said that SWOAM (Small Woodlot Owners Association of Maine ) was going to have a dedication ceremony for the Coleman wood lot. It was suggested an award should be given to the Colemans for their contribution.

A conference on March 22, sponsored by the Mitchell Center in Orono, Jeremiah Graham offered to attend and report to LCC. Other meeting announcements will be posted on the bulletin board. The State Planning Office Newsletter talks about investing in land for Maine 's future.

Fred said that the Parks Commission wants to meet with us regarding recreational future of Lamoine.

Lynda mentioned the Bangor Hydro update letter (attached).

Fred will write an article for the Lamoine Quarterly. Proposes to look into land acquisition. Kinds of properties we would like to acquire and the uses for them. Also wants to go before the budget committee and ask for:

1. Planning Board funding

2. Reserve fund for litigation re code enforcement

3. Land acquisition – recreation – open space. Identify special locations.

Nancy P. suggested establishing something where people could donate their land thereby establishing tax easements. Ken S. suggested allowing access and establishing a conservation easement.

7. Planning Board and Selectfolk Concerns – Donna Thorburn attended the Planning Board meeting in March. LTW will attend the April 3 meeting.

Mike Garrett said that when the shoreland zoning ordinance is written, they will pass it on to the LCC for comment sometime in June. In one month they will schedule a number of informational meetings.

On March 25 there will be a site walk at 8:30 at Perry Fowler's new gravel pit.

Discussion to obtain more money for a full time Code Enforcement Officer. As Lamoine grows there is a need for more authority and independence by the CEO.

8. Trash Issues – Next Steps. Nancy Pochan, Donna Thorburn, Joan Bragdon will meet to plan what to do from here. Donna Thorburn suggested to regroup and look into and set goals. Prepare a draft with the scope of goals. Suggests a sign “Recycling Station” to emphasize the importance of recycling. Ken said attending MRRA meetings is important. Discussion of the pros and cons of clothing in the Trash and Treasures. Jeremiah suggests a profit center manned by volunteers.

9. Planning for April 12th Speaker – Rob Goodwin from DMR lab at the Lamoine State Park will speak on shellfish. Poster will be distributed by LTW and Bob Pulver.
