Minutes of September 12, 2012 (Draft, subject to correction)

Members present: Bob Pulver, Chair; David Legere, Carol Korty, Larry Libby, Anne LaBossiere

Absent Members: None

Alternates: Nancy Pochan and Doug Stewart

Project Leader on Open Space: Fred Stocking, former Commission Member

Others in Attendance: Annie Crisafulli, former Commission Member

Meeting was convened at the Lamoine Town Hall by Acting Chair, Carol Korty @ 7:03 pm.

Topics Discussed:

  1. Anne LaBossiere read the July 11 minutes and the e-mail account of the Aug . 8th hike in lieu of an LCC Mtng.
  2. Planning Board and Selectmen Concerns: None. Nancy Pochan did attend the August Planning Board Meeting and gave them a progress report and responded to their questions.
  3. Open Space: Fred Stocking presented the following timeline:
  1. Shore clean-up: We decided to do a minimal fall clean-up with a major clean-up scheduled in the spring in areas where there is public access to Lamoine's coastal waters, i.e., the Lamoine State Park , Lamoine Beach and Marlboro Beach .
  2. Night Sky: It was decided to not do an evening with Linda Penkalski for the public this year. Reason for this decision was the recognition that our area has a plethora of “night sky” choices to select from and we have a lot on our commission plate at the moment.
  3. Blunts Pond: The question was raised re: whether or not any monitoring of the pond had taken place as a part of the science curriculum at Lamoine Consolidated School . Nobody present had the answer.
  4. Trails: A group serendipitously took a delightful 5:00 hike on the Simon's Trail on Sept. 12. Included in the group were LCC members Larry Libby, Carol Korty, David Legere and Doug Stewart; Iris Simon led the expedition which also included a few members of her exercise class.

David Legere suggested that members of LCC do some work on the trail instead of just sponsoring another time to walk the Simon's Trail. Saturday, Nov. 3rd was tentatively set as the date for this work bee.

David Hodgkins, one of the owners of the land included in our Aug. 8th Track Trail Hike whom Carol Korty had contacted for permission to go over his land, contacted Carol to see how that hike had gone.

  1. Ground Water Summit : No one is able to attend this Oct. 4th meeting in Hallowell with leaders in ground water policy.
  2. Other: Bob Pulver mentioned that he had applied for the commission to be the receipent for one month's bottle receipts obtained through the program at the transfer station.

Carol shared an informational sheet from Iris Simon re: a Saturday, September 29-3 pm nature walk at Frenchman bay Conservancy Indian Point Preserve in Ellsworth.

Bob Pulver attended a meeting on Sept. 12 th of the Friends of Frenchman Bay.

Dr. Jane Disney of the Friends of Frenchman Bay is coming to talk to the Lamoine Selectmen on Oct. 4th . Bob encouraged as many commissioners who could attend to do so. Dr. Disney has been very supportive of LCC projects such as the eel grass.

Nancy Pochan was asked by an Ellsworth person about what we do re: ground water. She gave her the name of John Peckenham to contact for more specifics.

Concerns were raised re: the status of the water level loggers which are placed in gravel pits to monitor the level of the water in the aquifers under them. Some of the loggers have been removed. The group decided that we needed a clearer statement from John Peckenham re: the specific value/s of having the water level loggers on site and monitored.

Motions and Outcomes: The minutes of the July 11th meeting and the e-mail account of the LCC sponsored hike on the Track Trail were read aloud and approved.

Follow-up Actions and Who Will Do Them:

  1. Anne LaBossiere will check to be sure that Stu M. received the e-mail account of the Aug. 8th Track Trail Hike. She will provide Larry Libby with copies of the last two LCC meetings for his use in preparing an article for the Lamoine Quarterly.
  2. Bob Pulver will attend the Oct. 2 meeting of the planning board.
  3. Anne LaBossiere will e-mail an EHS guidance counselor re: our obtaining some high schoolers , interested in community service, to join us on the Sept. 22 nd Shore Clean-up Day.
  4. David Legere will remind us of the need to do a major shore clean-up in the spring prior to the arrival of visitors to our area.
  5. Nancy Pochan will contact Linda Penkalski to let her know that we will not be sponsoring a night sky presentation this year and to thank her for her willingness to do one and for providing us with several options in terms of optimal dates.
  6. David Legere will contact Willem Brutsaert to see what has been done in terms of the proposed project to monitor the quality of the water of Blunts Pond by one of the Lamoine School 's science classes.
  7. David, Annie and Nancy will touch base with David Schick and the Simons re: how LCC might make the best use of our on the trail work bee tentatively set for Nov. 3.
  8. Carol will contact David Hodgkins re: whether segments of his trail might be open to the public. She will also ask him how we might be of assistance in making this land available to those who would enjoy accessing it for walking, hiking, skiing, snowshoeing and biking.
  9. Carol will speak to John Peckenham to get clarity re: the efficacy of placing water level loggers in gravel pits and what documentation of data has been done to date.
  10. Larry Libby will write an article re: LCC for inclusion in the next Lamoine Quarterly.

The meeting was adjourned at 9:15 p.m.
