Conservation Commission Minutes

January 13, 2016

Members Present: Larry Libby, chair; Anne LaBossiere,Linda Penkalski, Doug Stewart, Larissa Thomas

Meeting was convened at the Lamoine Town Hall by chm. Libby at 7:06 p.m.

No members of the Planning Board/Select Board were in attendance.

Topics Discussed:

  1. Minutes of December 9, 2015

  2. LCC Participation in GET WET! Linda Penkalski reminded us that the orientation to the Lamoine students will be on Wed. Jan. 20 at 9:00 in the Whale Room under the direction of John Peckenham. The water testing will be done in the school gym on Thurs. Jan. 21. Volunteers are to be on site at 8:00 a.m.

  3. LCC input to Comp Plan-A few minor changes were made. The final document will be electronically transmitted to Fred Stocking

  4. Tree identification on Simon Trail-Iris Simon has contacted Larry Libby to say that she and Jerry are ready to move forward with this project.

  5. Possible cooperation with Ellsworth Garden Club-Phyllis Mobraaten , chairman of the Ellsworth Garden Club's Conservation, Environment and Habitat Committee, gave Larry Libby a packet of information re: recent endeavors of EGC that might be of interest to LCC. After reviewing said information, Larry passed it along to Linda P. and Anne LaB. For their review. Larry, Linda and Anne shared what they had learned with the group. Appreciation was expressed re: Phyllis' getting in touch with us.

    1. LCC support of recyclable canvas bags? There was a brief discussion and a perusal of materials received by a vendor who sells these bags in various sizes and price ranges. This is the vendor who also produced the LCC mugs. Larissa T. has also done some checking on line re: these products available through other vendors. Much of our discussion centered on whether purchasing these bags would be a good use of our money and considering how might we disseminate these bags within the community. The possibility of having some kind of a project that would involve Lamoine children (in a school setting or in a scouting or other youth program in the town) submitting some graphics that might be used on these bags for our consideration. One of the primary supporters of the canvas bags, Nancy Pochan, was absent. We decided that we needed her input before proceeding with anything more specific.

    1. Other- Larissa T. shared some ideas of how LCC might promote the concept of solar power to residents of Lamoine. The notion of having an informational meeting was presented. Larissa T. will investigate possible speakers.

    2. 2016 Conservation Award, Vote-At this point of the agenda, we shut off the audio recording of our meeting to finalize the selection of this award. The name/s of the recipient/s will be made public at the annual town meeting.

Motions and Outcomes:

      1. Minutes for the LCC meeting of Dec. 9, 2015-Approved

      2. The electronic transmission of the LCC's Input On The Comprehensive Plan to Fred Stocking- Approved

Follow-up Actions and Who Will Do Them:

        1. LCC Input to Comprehensive Plan-Larissa T. will make the suggested revisions and Larry L. will e-mail the final document to LCC Commissioners, Stu M. and Fred Stocking.

        2. Tree identification project on Simon Trail-Larry L. will get in touch with Iris S. to advise her that we are aready to meet with Jerry and her to discuss the launching of this project.

        3. Possible cooperation with the Ellsworth Garden Club-Larry L. will get in touch with Phyllis Mobraaten to see if there may be some specific things we can collaborate on. He will also seek her opinion re: whether she thinks it would be a good idea to have a presentation in Lamoine re: the one the Ellsworth Garden Club hosted in October, 2015. That was an illustrated presentation on “Understanding Native Bees And Their Importance As Pollinators : Enhancing Their Habitation in our Maine Gardens.” The presenter was Dr. Lois Bergstack, Extension Ornamental Horticultural Specialist, University of Maine.

          1. Recyclable Canvas Bags- Larry L. will check with Nancy Pochan to get her thoughts on this.

          2. Other-Possible informational meeting for the public re: solar power. Larissa T. will investigate possible speakers and all of us will do some thinking about the efficacy of having this as one of our upcoming informational meetings.

          1. 2016 Conservation Award-Larry L. will do the initial follow-up re: the recipient/s of the Lamoine Conservation Award
