Conservation Commission

Minutes - February 10, 2016 (Draft, subject to correction)

 

Members present:  Larry Libby,  chair;  Anne LaBossiere, Linda Penkalski, Doug Stewart, Larissa Thomas

 

Alternate member present:  Jeff Cosulich

 

Alternate member absent:  Nancy Pochan

 

Meeting was convened at the Lamoine Town Hall by Chairman Libby at 7:10 PM.

 

Topics Discussed:

 

1.   Comments from planning board/select board:   no comments.

 

2.   Approval of January 13, 2016 minutes.

 

3.   LCC planning discussion:

     LCC discussed results of our Strategic Planning Session on September 9, 2015          

and the survey Larissa sent to us last week.  

 Activities LCC can and should be involved in:  activities related to conservation that

come to the Town and LCC like the coastal cleanup and Ellsworth Garden Club information.    Continuing with our public talks educating people about topics such as climate change,  energy conservation,  geology of Lamoine,  etc.

We discussed producing a brochure for Lamoine households referencing energy information like weatherizationand other energy options available,  etc. (When we are ready to produce the brochure we will need to know the cost to print it and the number of households in Lamoine.

 

The environmental issues LCC  thinks are highest priority for the Town of Lamoine are climate change and water quality.

 

Projects/initiatives we will undertake include:  responding to the Comprehensive Plan and continuing our public talks.  Also planning an activity at Blunts Pond for this summer with help from Megan Facciolo  of Hancock County Soil and Water Conservation District  while coordinating  with the Lamoine Parks  Commission. Doug will contact Megan about planning for this event.  Larissa will contact Ron Beard,  University of Maine Cooperative Extension,  about a speaker for a Spring public talk on energy conservation and renewable energy.   We will look into a Grant to obtain funds to construct a parking lot near the Track Trail.  Larry will contact Carol Korty for trail details and Jeff will help him.   There is interest in obtaining information about agriculture in Lamoine and coordinating a farmers market in town- Diane Nichols is interested in helping with this venture along with Larry.   We will invite Annie Crisafulli to our April meeting for advice in purchasing recyclable shopping bags.  We will keep our contact with the Ellsworth Garden Club via Phyllis Mobraaten in order to coordinate activities.

We discussed some ideas for a MIssion Statement and will address this in the future.

 

Discussed was an idea to acquire funds via  Grant money  to construct a turnout near the Mud Creek Road Bridge for birders and others to use.  Anne will contact Stu to find out who owns the land on both sides of the bridge.

 

4.  Associate members:

We would like to increase our list of non-voting associate members who can help with some of our projects.  We can e-mail the LCC meeting minutes to them  and solicit their involvement in LCC activities.  We can put a notice on the Lamoine web-site and in the Lamoine Quarterly to ask Lamoiners to contact us if they want to be an associate member.

 

Motions and Outcomes:

The minutes of the January 13, 2016 meeting were approved as distributed.

 

Follow-up actions and who will do them:

  1. Doug will contact Megan Facciolo about arranging our day at Blunt’s Pond this Summer.

  2. Larissa will contact Ron Beard about a speaker for a public talk this Spring  relating to energy conservation and renewable sources.

  3. Larissa will design a brochure we can distribute to Lamoine households on energy conservation and possible incentive programs.

  4. Larry will contact Carol Korty about the Track Trail and where to construct a parking lot.  He will look into the Trails’ Grant so we know when we have to start the application.  Jeff will help him.

  5. Larry will invite Annie Crisafulli to our April meeting to discuss her ideas about recyclable shopping bags.

  6. Anne will contact Stu to find out who owns the land adjacent to the Mud Creek Bridge.

  7. Larry will contact Stu to determine who are past LCC members who might be interested in being associate members and consider a notice on the Lamoine web-site to invite Lamoiners who want to be non-voting associate members to contact Larry.

The meeting was adjourned at 8:40 PM.
