Long Range Planning Committee Minutes

Chairman B. Jones called the meeting to order at 7:00pm .
Committee Members Present: D. Ford, M. Garrett, B. Jones, L. Landon, K. Rybarz, J. Young, J. Wourinen
Members of the Public in Attendance: K. DeFusco, R. Graham
Minutes: Minutes of the August 16 th meeting were accepted as presented.
Administrative Assistance. Kathy DeFusco was introduced as the Town Clerk who will provide assistance to the Committee as her normal daily work schedule permits.
1 Questionnaire. Stu changed the face of the questionnaire by adding “boxes” for checking responses. All agreed it improves the appearance of the document.
These final changes will be made to questionnaire – hopefully the last of the changes.
Page 5. Questions 38 and 39 should be transposed so that question 38 deals
with the “school facility” and question 39 ; “transportation priorities”.

2. Decisions regarding the questionnaire. The following decisions were made regarding the preparation, distribution and collection of the questionnaire.
1,000 copies of the questionnaire will be readied for distribution at the Town Hall on November 8, 2005 .
M. Garrett will draft a “cover letter” subject to approval of the Committee at the October 18th meeting.
The main point of distribution will be the Town Hall on election day – November 8th. The Committee requests table space be provided on this day for one Committee member and for two or three residents who may wish to respond to the questionnaire before leaving the Town Hall after voting.
In addition to distribution to voters on election day at Town Hall, the se additional methods of distribution will also be available to potential responders.
(1) Written requests to the Town Hall ( 606 Douglas Highway ) for a copy to be mailed.
(2) A visit to the Town Hall during working hours any day from November 8th until November 22nd to pick up a copy.
(3) An “interactive” website – www.Lamoine-Me.gov/survey -- which responders may use to complete and send a questionnaire.
The deadline for returning questionnaires is November 22 nd – two weeks after the initial distribution. Questionnaires may be mailed to the Town Hall; physically returned to the Town Hall anytime during regular hours from November 8 th to November 22 nd ; or if a responder wishes to have a questionnaire picked up at his/her place of residence , a telephone call to 667-0022 between the hours of 9:00am and 3:00pm during this two week period will yield a messenger to pick up and deliver the questionnaire.
The Committee's November meeting will be Tuesday, November 22, 2005 at which time the number of returned questionnaires will be known and provisions for a “tally” will be made.
Lance Landon presented a draft letter on behalf of the Planning Board . The letter, to be widely distributed (at the same time and in much the same manner as the questionnaire), seeks input from residences regarding the Shoreland Zoning Ordinance which the Board is presently reviewing. The LRPC expressed support for both the content and method of distribution of the letter.
There being no more pressing business, the Committee adjourned at 7:30pm .
