Lamoine Planning Board Minutes

March 13, 2007

Chairman S. Branch called the meeting to order at 7:05 pm .

Board Members Present: S. Branch, G. Donaldson, M. Garrett, Melody Havey , M. Jordan, C. Ohmart

Members of the public in attendance: K. DeFusco, J. Henry, L. Martin, J. McCormack, S. Sloan, L. Tadema-Wielandt, M. Waugh, C. Weber

Minutes of February 6, 2007 The minutes were approved as presented..

CEO Reports - The reports were accepted and placed on file.

Conservation Commission - L. Tadema-Wielandt reported that a Commission sponsored Warrant to set aside one thousand dollars a year for future land acquisition passed at Town Meeting. Also, the Commission awarded it first ever annual Conservation Award. The recipients were Doug & Beverly Coleman.


1. Sno Drum Map 3, Lot 27. At the behest of the developers, this was an information session only. J. McCormack and M. Waugh outlined the project. At issue is the proximity of the subdivision curb cut to the junction of Rt. 184 and Shore Road . M. Waugh provided a traffic projection estimating 67 trips on an average weekday; 71 on Saturday. M. Waugh assured the Board that engineer Mr. Smith of the DOT indicated approval of the plan as drawn. The Board requires Mr. Smith to put it in a letter addressed to the Board .

2. Bangor Hydro Transmission Line S. Sloan gave an update of the project. Bangor Hydro is presently engaged in obtaining the necessary permits. A discussion followed centering on whe the r a Lamoine Site Plan Review is required in addition to a Building and Land Use permit. The Board is of the opinion that both permits are required as well as a Commercial one.

The Board also informed Bangor Hydro that when power lines are to cross three subdivision lots, the initial approval for the subdivision is null and void. Whoever might develop the land will need to make application for a new subdivision


 1. Storm Water Management Permit/application K. & T. Rentals. Received informational materials.

2. Bangor Hydro Transmission Line Project. S. Sloan presented an update of the project and submitted a Site Plan Review Pre-Application.


 C. Ohmart raised the following issue regarding the Boulder Cove subdivision on the Shore Road . In past, the Planning Board has adhered to the concept that subdivisions consist of one curb cut leading to a town or state road. All driveways in the subdivision would feed off the subdivision road. In the Boulder Cove subdivision one lot fronting on the Shore Road has a curb cut separate from the one provided for the subdivision entrance/egress. The question is: Was this curb cut (driveway) a part of the approved subdivision plan?

On a unanimously passed motion of the Board, the CEO is requested to determine whe the r this single lot curb cut appears on the approved map of the subdivision and report his findings at the Board's April meeting. Meeting adjourned at 8:54 pm .
