Lamoine Planning Board Minutes

April 14, 2009

Chairman G. Donaldson called the meeting to order at 7:00 pm.

Board Members Present: G. Donaldson, J. Gallagher, M. Garrett, M. Havey, J. Holt, M. Jordan, C. Tadema-Wielandt

Members of the Public in Attendance: S. Anderson (Verizon), C. Callahan, A. Crisafulli, C. Fredette (Verizon), C. Johnson, B. Jones, L. Olsen, N. Pochan, J. Wuorinen.

Minutes, March 3, 2009. C. Tadema-Wielandt moved to insert the word “be” between the words ‘will' and ‘considered' in the last sentence on page 2, Ordinance Development, #2. The minutes were then accepted as amended.

CEO Reports. The CEO reports were accepted and placed on file.


N. Pochan of the Conservation Commission stated the Commission is looking to arrange a meeting with the Parks and Recreation Committee for the purpose of organizing a “clean up Marlboro Beach ” brigade. She also urged the Board to forthwith (before we are dealing after the fact) consider an Ordinance addition preventing water extraction from the Aquifer by “outside parties” with commercial intent.


JWJLLC Subdivision. C. Johnson and B. Jones were present to answer questions arising from a letter sent to them by the Board regarding issuance of building permits prior to completion of a subdivision road. With the installation of a water tank and completion of the subdivision road, the issue is moot. C. Johnson commented on how well served he was by D. Ford and by co-operation with the Planning Board.


1.  Home Occupation Permit – Christine Callahan. Map 18, Lot 11. Following a brief discussion, M. Garrett moved and C. Tadema-Wielandt seconded a motion grant a permit for a child care facility at her home on Birchlawn Drive . The motion passed unanimously.

2. Site Plan Review Pre Application. Verizon Wireless Telecommunications Facility. Map 1, Lot 58 .

Verizon is to submit a revised pre application (covering both Site Plan and Commercial permit requirements) to the Board on May 5, 2009. They may also present final applications but risk having them ignored if the pre applications are not complete.


With BLUO, Site Plan Review and Gravel Extraction ordinance revisions passed at Town Meeting, the Board concludes it is time to consider some form of aquifer protection and requirements for Home Occupation permits. Accordingly, the Board will hold an ordinance development workshop at 6:00 pm on Monday, May 11 th at the Town Hall (unless scheduled elsewhere).

The meeting adjourned at 8:35 pm.
