Lamoine Planning Board Minutes

January 5, 2010

Chairman G. Donaldson called the meeting to order at 7:00 pm.

Board Members Present: D. Bamman, G. Donaldson, J. Gallagher, M. Garrett, J. Holt, M. Jordan, C. Tadema-Wielandt

Members of the Public in Attendance: Jane Fowler, B. Jones, S. Salsbury, T. Towne

Minutes, December 1, 2009. Two amendments were offered, both under “Ordinance Development”

In “Ordinance Development” #2, the word “disc” at the end of the last sentence should be eliminated as it is redundant. Jane Fowler and T. Towne, Town Assessors, were present to ‘set the record straight' regarding #4. Item #4 should read: “In a memo to the Planning Board dated October 23, 2009, the Budget Committee observed the present Lamoine fee structure does not adequately cover costs to the Town of processing permits and CEO inspections. The CEO is required etc… (see minutes of December 1, 2009 for remainder of this item. Contrary to that which is stated in the December 1 minutes, the Assessors were not a party to the discussion contained in the October 23 rd memo.

The minutes were approved as amended.

OLD BUSINESS

1.Site Plan pre-application, Doug Gott & Sons, Inc. Map 3, Lot 8. Stephens Pit. An informal discussion was held with S. Salsbury, representing Doug Gott & Sons. When final approval for review for completeness is considered in February, the Board will look to find information regarding the following items:

The Board anticipates a final application in February.

2. Amendment to change the lot size of one subdivision lot (Map 4, subdivision lot 10), JWJ LLC. The applicant requests to enlarge the size of Lot 10, acreage to be taken from what is listed as “remaining land”.

C. Tadema Wielandt moved and J. Holt seconded a motion “to approve amendment to the Walker Farm Subdivision subject to inclusion on the map of the cul de sac arc (in feet) for the lot labeled “remaining land”. The motion passed unanimously.

3. Hancock County Planning Commission membership consideration. C. Tadema-Wielandt reported information collected about the cost of membership ($1060.00 for Lamoine) and services offered by the Hancock County Planning Commission. A brief discussion followed. No action was taken.

NEW BUSINESS 

There was none.

ORDINANCE DEVELOPMENT 

The Board discussed the pending Informational Hearing and these listed Board members are designated to present a synopsis of proposed changes:

Groundwater J. Holt

Home Occupations C. Tadema-Wielandt

Site Plan – 9 (not 7) copies M. Jordan

Additionally, the Board scheduled a “meeting-if-necessary” to process suggestions received at the Informational Hearing. This meeting is scheduled for Tuesday, February 9, 2010 at 6:30 pm at the Town Hall.

The meeting adjourned at 8:32 pm.

PENDING COMMITMENTS

Tuesday, January 19, 2010. An informational Hearing to consider proposed ordinance changes to groundwater and Home Occupations. We will also ask to amend the Site Plan Ordinance to require an applicant to submit 9 copies of an application rather than the present 7 required.

Tuesday, February 2, 2010. Monthly meeting of the Board at 7:00 pm at the Town Hall

Tuesday, February 16, 2010. 6:30 pm at the Town Hall. The purpose of this meeting is to discuss information and observations received from the public at the Informational Hearing and, if deemed advisable, to incorporate some or all of them into the proposed changes. THIS MEETING WILL BE HELD ONLY IF INFORMATION OBTAINED AT THE JANUARY 19 TH INFORMATIONAL HEARING WARRANTS A MEETING.
