Chair Holt called the regular monthly Planning Board
meeting to order at 7:00 PM.
1. Consideration of Minutes of
the October 5, 2015 meeting.
Holt (Bamman) moved to approve the minutes as presented.
Approved by VOTE of 5-0.

Anne Labossier shared recent, as well as ongoing
activities and initiatives of the Commission (See appended), and announced a
public informational presentation by Maine State Climatologist Dr. George
Jacobson, Professor Emeritus of Biology, Ecology and Climate Change at U.
Maine-Orono at 7 pm on November 10 at the Lamoine Consolidated School.

Old Business -
Pre-Application for Site Plan Review by Lori Tilden/R.F.
Jordan & Sons, Map 7 lot 29-2. This was necessitated by a Notice of Violation
issued by the CEO on 10/8/15. This Pre-Application was scheduled for the October
5 meeting, at which no one appeared for the applicants. Lori Tilden, owner of
the subject property appeared, and explained that Patrick Jordan of R.F. Jordan
& Sons had paid her $2000 as a down payment for 1000 cu. yds. of topsoil. He
wants 400 cu. yds. from the piles already scraped up from the 10,000 sq. ft. lot
owned by Ms. Tilden, and will install a driveway. Chair Holt explained that
Lamoine Ordinances require that a process be followed, explained the same, and
noted that the notice of violation gives the owner until November 7 to remedy
the violation. He then asked CEO Billings if it was possible to extend the date
for restoration if the proper permit was applied for, and ultimately issued.
Several members suggested that Jordan re-grade all of the
disturbed soil, then take only the amount that the Ordinance permits. CEO
Billings reminded the Board members that a Stormwater Management Permit from the
Maine DEP is needed first, and a road opening permit is required for the
proposed driveway. After further discussion, Bamman (McMullen) moved to find the
Pre-Application complete. VOTED 5-0 in favor.
5. New Business -
Pre-Application for Commercial Building Permit by Brett
Jones, Map 4 lot 6-3.
Although not on the Board’s agenda, Holt moved (Legere)
in accordance with Part II of the BLUO, Section 15, paragraph D 2 c, that the
Board agree to hear an informal presentation. The VOTE in favor was 5-0. A
presentation and discussion of the Applicants plan ensued, and resulted in a
motion, Tadema-Wielandt (Legere), to find the information presented constituted
a complete Pre-Application. The VOTE in favor was 5-0. Holt then informed the
Applicant of the Application timetable set forth in Section 15, paragraph D 5,
and after a short discussion, it was decided that a Site Visit would be held at
1pm on Thursday November 5th. Holt and Tadema-Wielandt committed to
attend.
6. Ordinance Development
-
In light of tomorrow’s referendum on the Select Board’s
proposed new Gravel Ordinance there was no discussion of Ordinance development.
7. Other Business –
Chair Holt brought to the
attention of the Board, that permits for a number of gravel pits (“Smith Pit”,
“Little B & H Pit”, “B & H Pit” and the pit located on lot 7
Map 9) expired at the end of October, and that Section 8,
paragraph D 1 of the current Gravel Ordinance requires that restoration of such
pits be undertaken by the Owner/Operator thereof.
