Board Members Present: John Holt, Perry Fowler, Chris Tadema-Wielandt, Stewart Workman, Steve Gabel-Richards. CEO: Rebecca Albright
Call to Order: 7:05 pm
Consideration of Minutes: December 2 minutes not submitted at this time.
Code Enforcement Officer’s Reports:
Building and Plumbing permits - reviewed, no discussion.
Enforcement Activities - CEO updated activity on Cove Road (Racoon Cove area). Met in court with person of interest and Town lawyer Dan Pileggi and looked at preliminary engineering report. CEO expressed desire to settle this out of court. Will update us as developments occur.
Permit Conditions Tracking Report: Several old items removed. Asher Pit of continued concern, new permit issued on 12/02/19 with requirement that restorations be completed by 9/30/2020.
Old Business: MacQuinn FOA complaint against Town. No new updates.
New Business: None
Public hearing set for Shoreland Zoning Ordinance wording changes and map update set for January 20, 2020 at 7:00 pm. Board will listen to comments from the public about the changes proposed and will consider them at their next regular meeting in February. Then it will proceed to a vote at the annual Town Meeting.
Chair Holt reviewed main goals of the revision, primarily to bring our ordinance into compliance with the state ordinance.
The significant differences are:
> Several pages of increased detail about what a property owner can and con not do in terms of vegetation in the shoreland zone mandated by the state. Board added a requirement for land owners planning work in this zone to meet and consult with the CEO before proceeding.
CEO - requested a look in the future at the discrepancy in defining building height between local and state/national codes. An item currently being contested in Lamoine.
