Code Enforcement Officer’s Reports
Permits Issued - no comments offered
Enforcement Activities - a letter was sent from
the CEO to Stephen Salsbury, as representative for Harold MacQuinn, concerning
restoration necessitated by the ruling of the court.
Other - CEO reported back on a meeting with the
Selectmen about the concerns of the assessors regarding reporting violations. A
procedure for reporting these has been worked out.
Old Business: none
New Business:
Request from Glen Crawford. Glen was invited to
attend tonight’s meeting to discuss his request for a change in the
classification of his property on the shore from Limited Residential to
Commercial Fisheries and Maritime Activities. He did not attend. John informed
him that it was a matter for the Selectmen to decide whether or not to place the
matter on the warrant for the town meeting. The selectmen were informed that
there was no specific proposal for the Planning Board to discuss, just the
request to change to zoning designation.
Ordinance Development:
BLUO - section dealing with
building height. It was decided that John would write up a definition based on
the one in the Shoreland Zoning Ordinance but using the finished grade as the
base to measure from. We will review at the January meeting.
For
SZO, the requirement for a determination for original grade will be met by
modifying the building permit application.
SPRO - section M
dealing with appeals. Sections C & D under administrative appeals, have become
subsections under Section B to make it clearer. After several minor wording
changes, it was accepted as written to be sent to Selectmen for Public Hearing
and inclusion on the warrant for town meeting.
BLUO section 12, subdivisions - clarification
of the setback requirement. Subdivision roads require the same setback as public
roads covered in the ordinance.
SPRO, general review standards - section J has
two paragraphs which cover two distinct standards. These are now designated as A
and B under section J.
BLUO, expansion of nonconforming structures -
new language borrows from the SZO, clarifying that nonconforming structures can
be expanded, moved, or reconstructed as long as they meet current setback
guidelines and do not increase the level of nonconformity.
