MINUTES OF THE LAMOINE PLANNING BOARD
February 3, 2004

Chairman P. Fowler called the meeting to order at 7:00pm

Board Members Present: S. Branch, G. Donaldson, P. Fowler, M. Garrett, L. Haft, B. Jones & C.Ohmart; Deputy Code Enforcement Officer: D. Ford

Minutes: Minutes of the January 27, 2004 meeting were approved as presented

Code Enforcement Officer’s Reports. The reports were accepted and placed on file.

Conservation Commission: D. Theall announced that on February 11, 2004, the Commission is sponsoring a program at which featured speakers will address issues relating to comprehensive planning. This forum is designed to get people thinking about the soon (three years) to be due Lamoine Comprehensive Plan. All are welcome. 7:00 pm at the Town Hall.

OLD BUSINESS

1. Discussion of “Findings”, A & J Pettegrow Shoreland Zoning Permit, Map 8, lot 12-2. The Board discussed a draft of “Findings” and amended it. G. Donaldson moved and S. Branch seconded a motion to accept the “Findings” as amended. Four voted in favor. One abstained.

2. Procedures for Presentation of Changes to the Building & Land Use Ordinance. The Board proposes the following:

  1. Since a town wide mailing is required by the changes sought to the BLUO AND since all townsfolk must be notified of the pending Town Meeting, M. Garrett will ask Stu Marckoon about combining the two notices into a single bulk mailing. The mailing would include a copy of the proposed BLUO changes.
  2. The Board will schedule an “informational meeting” dealing with the changes sought. The meeting will be on February 24, 2004 at the Town Hall beginning at 6:30 pm.
  3. Additional modifications were made to the Building & Land Use Ordinance, changes which, when incorporated, will represent the “cast-in-stone” final edition of the Ordinance to be presented at the Town Meeting on March 3, 2004.

ORDINANCES

Appeals Board Ordinance. M. Garrett is working on a draft ordinance.

Parks Ordinance. Following the Town meeting, the Board will consider the Parks Ordinance drawn by the Conservation Commission.
