Lamoine Planning Board Minutes

Chairman S. Branch called the meeting to order at 7:02pm

Minutes of January 3, 2006 . The minutes of January 3, 2006 were approved as presented.

CEO Reports: Reports from the CEO were accepted and placed on file.


1. Subdivision Application, Completeness Review. T. Stephenson/A. Perry – Map 10, Lot 7-1

Ordinance criteria for completeness were read and voted upon. Several conditions were noted and must be completed and submitted to the Town office two weeks prior to a public hearing scheduled for March 13, 2006 . The conditions are:

a. The plan is to state that Lot #1 as shown on the plan is nei the r part of the subdivision nor subject to conditions/covenants attached to o the r lots in the subdivision.

b. The plan is to show the dimension (in feet) of the (Dennison) Right-of-Way from Mud Creek Road to its terminus.

c. The plan needs to reflect anticipated lot line changes between Lots #2 and #3.

d. The Planning Board needs in hand a copy of the formally deeded Right-of-Way granted by Dennison.

e. A letter from the Fire Chief or his designee acknowledging awareness of the subdivision and the Fire Department's ability to provide protection to it.

f. An applicant provided plan to assign responsibility for the payment of property taxes on the common lot between lots #2 and #3.

G. Donaldson moved and M. Garrett seconded a motion to find the application complete upon Board approved acknowledgement that the listed conditions have been met. Assuming satisfaction of listed conditions, the Board will hold a public hearing at 6:30pm on Monday, March 13, 2006 – prior to its monthly March meeting.

P. Standel, President of Partridge Cove Associates, spoke on behalf of residents along Woodcock Lane , expressing a hope the developers would implement in the ir subdivision plan some or all of the covenants pertaining to o the r lots abutting Woodcock Lane .

2. Update on the Pine Grove Estate Subdivision. A notice of violation was issued on February l, 2006. Time deadlines for the performance of specific remedies are included in the notice. The Selectmen will review the issue at their February 23, 2006 meeting.


No new business appeared before the Board.


Shoreland Zoning Ordinance - At Town Meeting, an explanation of the rationale and major changes will be presented for the information of those present. No vote on the changes will be taken at this time.

The Board concurs that work on other issues (Construction permit application, Home Occupation permit, etc) will cease until changes to the Shoreland Zoning Ordinance have been acted upon.

The meeting adjourned at 8:55 pm .
