Lamoine Board of Selectmen

Minutes of February 18, 2010

Chair Jo Cooper called the meeting to order at 7:00 PM

Present were: Selectmen Richard Fennelly Jr., Gary McFarland, S. Josephine Cooper; Administrative Assistant Stu Marckoon.

Warrant 16 – Selectmen signed expenditure warrant 16 for $198,065.24. Stu reported the 2nd half tax payments are coming in well and he did not have to move anything from the investment account to cover the checks.

Cash & Budget Report – Richard noted that expenditures are exceeding the percentage of the year that has passed and asked if it was because some of the bills have been paid in full for the year. Stu said that was correct, especially on paving and other contracted costs.

Town Meeting Warrant – Selectmen signed several copies of the Annual Town Meeting Warrant for April 6th and 7th . Selectmen Theall and Donaldson had signed the warrants earlier in the week.

Letter from Robert Sharkey – Selectmen signed a letter to Mr. Sharkey asking him for clarification of a request he made under the Freedom of Access Act.

Request from Bangor Hydro Electric to operate on posted roads – Jo signed the letter allowing the utility to operate on posted roads when making repairs. The letter is requested annually.

AFG Grant – Stu reported he received a call from US Senator Susan Collins' office and was informed that the Lamoine Fire Department has been awarded a nearly $15,000 grant.

Cable TV RecommendationsStu reported the Cable TV Committee is recommending that a computer capable of audio and video editing and a 2nd camera switcher be purchased. The recommendation was to authorize up to $2,500 for the computer and the switcher be purchased which costs approximately $1,800. Jo moved to authorize the committee to make the purchases. Richard 2nd . Vote in favor was 3-0.

Stu noted that Time Warner's franchise fee was over $10,000 this year.

Wi-Fi Hot Spot – Stu reported that the Cable TV Committee is recommending installation of a wireless hot spot at the town hall for Internet access. He said the cost was minimal, this was more of a policy question. Jo said she thinks it's a great idea. There was no objection from the board.

Language Policy – Stu reported he received an e-mail from Richard asking about the superimposed warning that ran over the previous Selectmen's meeting. Stu said he was responsible for it. Richard said he asked only out of fairness, recalling meetings several years ago where inappropriate language aired. Stu said he reviewed the policy, and it was clear that the warning be put on the TV channel. He noted that he had done a similar thing with the meetings many years ago, but could recall only one meeting where things got a bit out of hand.

Eagle Scout – Stu noted that Will Dickey will be awarded his Eagle Scout badge on March 14 th . He said he would draw up a resolve for that. Jo said she would probably attend, as she was Will's den mother as a cub scout.

Next Meetings – Jo reviewed the list of upcoming meetings as follows:

    1. March 4 & 18, 2010
    2. April 1 & 15, 2010
    3. (Town meeting is April 6 & 7, 2010)

Other – Stu reported he, the Code Enforcement Officer, Fire Chief, Deputy Code Enforcement Officer visited the site of last week's fire on Chickadee Lane yesterday and a report and notice of violation await the CEO's signature.

There being no further business, the meeting adjourned at 7:15 PM
