Lamoine Board of Selectmen

Minutes of Special Meeting, May 20, 2010

Chair Jo Cooper called the meeting to order at 6:00 PM at the Lamoine School gym.

Present were: Selectmen Cynthia Donaldson, S. Josephine Cooper, Richard Fennelly Jr., Gary McFarland, William Brann; Administrative Assistant Stu Marckoon, and Michael Jordan

Special Town Meeting Referendum – Stu explained that by statutes a recommendation from the Selectmen is required to appear on the warrant and ballot. Gary said the town doesn't have a solid plan from MDI High School other than they desire the town to pay the 10% debt service surcharge. He said it would be important to know ahead of time what the consequences of the vote will be. Jo said that would likely come out at the public hearing. Gary asked if representatives from MDI High School would be there. Jo said they are certainly invited. A short discussion followed on what the reaction would be if the town voted down the proposed question.

Jo said the question tonight the board faces is the recommendation. Cynthia asked if it should be clarified as a one year plan. Stu said that's implied because it's a budget question. Jo moved to recommend a “yes” vote. Cynthia 2nd . The vote failed 2-3 (Fennelly, McFarland & Brann).

Selectmen signed the special town meeting referendum warrant with the “no” recommendation. Cynthia said that she hates that folks who don't come to the public hearing will not know that the vote was not unanimous. A brief discussion followed.

Jo moved to sign an order for a public hearing on June 14, 2010. Cynthia 2nd . Vote in favor was 5-0.

There being no other business, the meeting adjourned at 6:07 PM.
