Minutes of January 5, 2012
Chair Jo Cooper called the meeting to order at 7:00 PM.
Present were: Selectmen Cynthia Donaldson, S. Josephine Cooper Gary McFarland, William Brann; Administrative Assistant Stu Marckoon. Selectman Richard Fennelly dropped by prior to the meeting and signed both the expenditure and town meeting warrants, but was unable to attend the meeting.
Agenda Review – There were no changes to the agenda or addendum.
Minutes of December 15, 2011 – There was a brief discussion about reviewing the minutes on-line and printing them out ahead of the meeting. Cynthia noted one very minor correction. Jo moved to approve the minutes with the minor correction. Gary 2nd . Vote in favor was 3-0 (Brann abstained).
Expenditure Warrant 13 – Selectmen signed the warrant in the amount of $29,567.36. There was a brief discussion about the plowing bill, lien discharges and the Regional Communications Center fee. (Selectman Fennelly signed the expenditure warrant prior to the meeting.
Cash and Budget Report – There were no questions regarding the report.
Checking Account Review – Selectmen signed the statement expressing satisfaction with the examination of the December 2011 checking account reconciliation.
Foreclosure Update – Stu reported there were just four properties left that had not paid their 2009/10 tax liens, and he expects two of them will be paid. He said he spoke with a party that occupies the property of a lien that he does not expect will be paid, and the person asked that they be given a chance to redeem the lien in the event that the property owner does not pay or redeem it. He said that he would likely make that recommendation to the Selectmen prior to the property being offered at auction as the occupant may have some interest in the property.
Stu reported he expects that the other piece of property, a vacant lot, will become town owned, and there might be interest from abutting land owners in purchase.
Excise Tax Report – There was a brief discussion about the number of transactions being down from the previous calendar year. Stu said he suspects it has to do with a different method of handling voided transactions in the computer system. He noted the amount of excise tax collected in 2011 was about $1,100 higher than 2010.
Town Meeting Warrant – The Selectmen reviewed each article. It was noted that in the draft version, the amount recommended for the non-chairs of the Board of Assessors was printed incorrectly. Stu said he would fix that and attach the correct copy to the signature page. Jo moved to sign the annual town meeting warrant as corrected. Gary 2nd . Vote in favor was 4-0. Selectman Fennelly had signed the warrants prior to the meeting; the rest of the board signed the copies following the vote.
Sign Amnesty Program – Stu noted that the street signs that had been appropriated in early November were returned anonymously to the town hall after the amnesty offer. He said the new signs had already been purchased and installed prior to the return. He said he would store the old signs at the Anderson Garage.
Town Report Cover – Selectmen reviewed mock ups of the many photographs submitted thus far for the town report cover. Cynthia marked three that she thought were appropriate, as she will not be able to attend the meeting when the final decision is made.
Knox Box – Stu recommended obtaining Knox Box model #3261 for the town hall and using the entrance renovation budget to purchase it. Jo so moved, Gary 2nd . Vote in favor was 4-0. Stu said he would forward the recommendation to the fire chief.
Returnable Requests – Jo moved to award the next month available to the Lamoine/Bayside Grange. Cynthia 2nd . Vote in favor was 4-0.
There was an extensive discussion of the Everybody Eats program which made the next request. Selectmen expressed concern that the program is not based in Lamoine. Comments were made about being consistent with previous votes for approval. Jo moved to award the next available month to Everybody Eats. Cynthia 2nd . Vote failed 0-4. Selectmen encouraged folks to make a donation to the program, saying it is a very worthy one.
Thank-you card – Selectmen signed a thank-you card to Arnelle Meyer for her efforts in having a brick named for the Town of Lamoine placed outside Fenway Park.
Selectmen also signed a sympathy card to Colene Sharkey following the loss of her husband Robert, a former Local Plumbing Inspector and Planning Board chair in Lamoine.
Jo reviewed the list of upcoming meetings, noting that she's not likely to be able to attend in February. Cynthia noted that she won't be at the January 19, 2012 meeting, and is unsure about February.
There being no further business, the meeting adjourned at 7:33 PM.
