Minutes of February 2, 2012

Selectman Richard Fennelly called the meeting to order at 7:00 PM

Present were: Selectmen Richard Fennelly Jr., Gary McFarland, William Brann; Administrative Assistant Stu Marckoon. Selectmen Jo Cooper and Cynthia Donaldson had informed the board they would be unable to attend the meeting.

Agenda Review There were no changes proposed to the agenda and addendum.

Minutes of January 19, 2012 Bill moved to approve the minutes as printed. Gary 2nd . Vote in favor was 3-0.

Expenditure Warrant 15 Selectmen signed the warrant in the amount of $27,871.75.

Cash and Budget Report There were no issues with the printed report.

Checking Account Reconciliation Selectmen signed the statement expressing satisfaction with their review of the January 2012 checking account reconciliation which had been e-mailed to them.

Tax Acquired Property Stu reported that Janet Mullen had paid all back taxes, fees and interest in full and recommended that a quitclaim deed be issued to her. Richard moved to do so, Gary 2nd . Vote in favor was 3-0. Selectmen signed the deed.

Cover for Town Report Selectmen said the many entries submitted for the town report cover were excellent pictures. The three members present selected a photo from Jane Fowler depicting four ladies meeting at the front of the church taken in the 1970's as the cover photo. Stu said he would use the other submissions throughout the report as space allows. A photo mockup of the back cover showing a shot submitted by Larry Peterson was deemed appropriate for the back cover. A brief discussion followed on the history of the cover photo and memories of former town clerk Eunice Young (one of the ladies in the picture).

Town Report Richard had reviewed the report draft and offered many written corrections and edits. Stu thanked him and said the corrections would be made and the final version posted for review. He said he'd like to get it printed next week.

Energy Audit Stu reported that Efficiency Maine would conduct the energy audit at the fire station next Tuesday. He said he had a feeling some feathers were being ruffled by the energy audit request. There was a brief discussion about whether any grant money might be available.

Department of Labor Inspection Stu reported the Bureau of Labor Standards inspector showed up last week and spent two days inspecting facilities and records. He said a report will be coming out soon and this inspection went much better than the one a few years ago. He noted that a hand rail is needed on the town hall cellar steps and he's asked Mike Jordan to take care of that as well as to install the Knox Box that just arrived at the Town Hall.

Appointment Conservation Commission Richard moved to appoint Doug Stewart as an alternate member of the Lamoine Conservation Commission. Gary 2nd . Vote in favor was 3-0.

Cable TV Franchise Fee Stu reported the town received the 2011 franchise fee check from Time Warner Cable for $11,731.99. He said the Cable TV fund is getting to be quite sizable. There was a brief discussion on what the options might be for the fund.

The next Selectmen's meeting will be on February 16, 2012. Stu reported Cynthia planned to be available for that meeting, but Jo would most likely not be able to attend.

There being no further business, the meeting adjourned at 7:20 PM.
