Minutes - January 2, 2018 (Draft, subject to correction)
Chair Bill Butler called the meeting to order at 8:05 AM.
Present were: Technology Committee members Merle Bragdon, Bill Butler, Selectman Kathleen Rybarz and Adm. Asst. to the Selectmen Stu Marckoon.
Minutes – Merle moved to approve the minutes of September 7, 2018. Bill concurred.
CTV Contract – Merle suggested that the new franchise agreement should continue to require service to 150-feet off the road. Stu said he would like the Tech Committee and Selectmen to sit down with attorney Pileggi to discuss the franchise agreement at the January 18, 2018 meeting so everyone can be on the same page of where things stand.
Kathleen said she has been trying to contact Spectrum in regard to a couple of neighborhoods that might be eligible for line extension and has been frustrated. There was a discussion about the Sewall Company study status.
Merle suggested lowering the current franchise fee from 3% and a lengthy discussion followed. Included in the discussion was possible future HD telecasting needs. Kathleen reminded the committee that the town may be looking at a community center in the future, and equipment would be needed for that. Bill said he’d like to revisit the issue at a future meeting.
School Wiring – Stu reported he’s heard nothing recently from Spectrum in regard to getting their equipment installed at the school for the 2nd PEG channel. He said he would contact Dan Pileggi today to see if there is any update.
Sewall Study – Bill said there must be more to come from the Sewall study. Stu said they’re waiting to find out if a ConnectME grant might be available. Merle asked if the study would address those residents who are not hooked to cable and located greater than 150-feet from the line. Stu said he could contact Mike Edgecomb to see if that is able to be included in the study.
Kathleen reported that Hancock has apparently already renewed their franchise agreement. She noted that it is ½ mile approximately from Mud Creek Road to the first homes on Eagle Point. She said she’s trying to find out the cost of wiring that half mile. There was a discussion about the ConnectME grant possibility, and the frustration of trying to contact people at Spectrum. She said the estimate was $30,000 to $60,000 to wire that half mile. A brief discussion followed regarding the exclusivity of the franchise agreement.
