Lamoine Parks Commission
Minutes - October 20, 2015 (Draft, subject to correction)
Deputy Town Clerk Stu Marckoon called the meeting to order at 6:34 PM.
Present were: Parks Commissioner Cathleen Goebel, Julie Herrick, Paula Gardner, Doug Jones; Administrative Assistant to the Selectmen Stu Marckoon.
Selection of Officers – Doug nominated Cathy Goebel as chair, Paula 2nd. Vote in favor was 4-0.
Cathy nominated Paula as vice-chair. Julie 2nd. Vote in favor was 4-0.
Julie nominated Doug as Secretary. Cathy 2nd. Vote in favor was 4-0.
Minutes – January 29, 2015 – Christa Brey, Paula Gardner, Robin Emery and Connie Wallace will be added as attending. There was no quorum, but the notes will stand as corrected. Julie moved to approve with the addition of the attendees, Cathy 2nd. Vote in favor was 4-0.
September 21, 2015 – Doug moved to approve the minutes as presented. Cathy 2nd. (Note, there was no quorum for this meeting either). Vote in favor was 4-0.
Board Role – There was discussion about the board being a policy setting commission as opposed to strictly a hands on group. It was noted that the town now has a facilities maintenance director, and he is maintaining the parks. The board will discuss what needs to be done and approve use applications, and if it decides a work party is warranted, it could do so.
Budget – Stu offered to e-mail last year’s budget and draft up a budget for the 2016/17 year. The Commission discussed adding a dogi-pot station at Marlboro Beach and paint for picnic tables.
New Members – Stu said the commission is down to the four members present, and the ordinance calls for five, and alternates are possible as well. After discussion, the commissioners identified some residents who might be willing to serve and will contact them.
Parks Needs – The grills at Lamoine Beach should be brought in by November 1st.
Next Meeting- After consulting schedules, the commission set their next meeting for November 16 at 6:30 PM. If that is a Budget Committee night, the commission will meet jointly with the Budget Committee.
Flat Top 5K Road Race – Cathy moved to ask the Recreation Committee to take over the Flat Top 5K race. Paula 2nd. Vote in favor was 4-0. Stu will forward the request to the Rec Committee.
Special Events Application – Doug said he had drafted several changes to the application and will send that to the commission members. He suggested that the fees double and a security deposit be required. A brief discussion followed.
The commission asked that a check be made of state laws regarding alcohol consumption at the parks. There was a lengthy discussion about enforcing the no camping rule, driving on the beach and fireworks use.
Cathy moved to purchase a sign that states “No Overnight Parking or Camping” and post it at the entrance of Lamoine Beach. Paula 2nd. Vote in favor was 4-0.
There being no further business, the meeting adjourned at 7:17 PM.
