Lamoine Parks Committee Minutes May 5, 2005 (Draft, subject to correction)
Deputy Town Clerk Stu Marckoon called the meeting to order at 7:00 PM
Present were: Committee members Kerry Galeaz, Steve Valleau, Bonnie Moretto, Christa Brey, Tom Barr, Bill Fennelly; Administrative Assistant Stu Marckoon, Selectman Brett Jones.
Members who had not previously been sworn in signed their oaths of office.
Selection of Officers – Chair – Steve Valleau nominated Christa Brey as chair. Tom Barr 2 nd . Vote in favor was unanimous. Christa then took over as chair for the meeting. Stu said he would continue taking the minutes for this meeting.
Vice Chair – Bonnie Moretto nominated Mary Henry as Vice-Chair. Tom Barr 2 nd . Vote in favor was unanimous
Secretary – Tom nominated Steve Valleau as Secretary. Kerry Galeaz 2 nd . Vote in favor was unanimous.
Role of Parks Committee – Stu reviewed the Parks Ordinance with the committee. Tom Barr passed around an application form he made for special events. Bill Fennelly said the biggest problem seems to be young people having parties in the parks late at night. Stu noted there is no violation section in the ordinance. Bonnie said there is no enforcement action spelled out either. Stu suggested the committee meet with the Sheriff's Department to see what should be done.
The committee discussed the following areas:
Hours of Operation of the parks
Possible Parks Open House
Signs and Boundary Markings.
It was noted the HAM radio group will use Lamoine Beach for an event on June 24 th and 25 th .
There was discussion about using the former Anderson lot as a park area. Park maintenance was discussed. Stu said Rusty Boynton takes care of the trash and bathroom at Lamoine Beach and Bloomfield Park , while Richard McMullen does the mowing. It was noted the trash barrels should go in at Lamoine Beach soon.
There was discussion about who exactly needs a special events permit. The committee felt that school field trips, which are fairly frequent in the spring, should not require such a permit.
Bill said a new no fires sign should be installed at Bloomfield Park .
Next Meeting – The committee decided to meet again on May 19, 2005 at 6:00 PM at Lamoine Beach . They will tour the three park areas and then meet at the town hall afterwards.
There being no further business, the meeting adjourned at 7:35 PM
