Minutes - September 16, 2017 (Draft, subject to correction)
Administrative Assistant/Deputy Town Clerk Stu Marckoon called the meeting to order at 10:02 AM
Present were: Planning Board Chair John Holt, Selectmen Gary McFarland, Kathleen Rybarz, Assessor Terry Towne, Administrative Assistant Stu Marckoon
Chair – Without objection, Gary agreed to chair the committee. Kathleen will act as vice-chair.
Goals – Gary noted the application deadline had ended on September 14, 2017. He noted two people indicated interest. Stu said the job opening was advertised in the Ellsworth American, Maine Municipal Association, Maine Building Officials and Inspectors Association (MBOIA), and on the town’s website and Facebook page.
Gary said the town doesn’t want to rush into any decision, but they do need someone to grab onto the position and go with it. He said in the past few years, there seems to be numerous meetings between the CEO and the Board of Selectmen. He said he would like to see the quality of work improved.
Stu noted that the Selectmen will likely sign a transition agreement with the current CEO giving a November 1, 2017 deadline to find a replacement, which coincides with the state’s certification deadline extension.
Terry said he’d asked Bangor and Brewer’s code enforcement offices if they knew of anyone looking to pick up CEO work.
A brief discussion of the job description, workload and hours followed. After the discussion it was agreed by consensus to extend the deadline to October 1, 2017 and place the extension ad in the Ellsworth American as well as posting it on line.
Executive Session – Gary moved to enter executive session pursuant to 1MRSA §405(6)(a) to discuss job applicants. John 2nd. Vote in favor was 4-0 at 10:13 AM. Out at 10:42 AM.
Next Meeting – The board agreed to meet on Tuesday, October 3, 2017 at 6:00 PM at the Town Hall and to plan to interview a candidate at 6:30 PM.
There being no further business, the meeting adjourned at 10:48 AM.
