Minutes - March 15, 2021 (Draft, subject to Correction)


Parks Chair Cathi Goebel called the meeting via Zoom to order at 6:00 p.m.

Present via Zoom: Commission members Cathi Goebel, Maggie Andros, Lori Jordan, Jeff Cosulich, Bob Ehlers (at the Town Office), and alternate Georgianna Pulver.  Town Administrator, Stu Marckoon, started the meeting and then handed over host duties to Cathi.  Cynthia Donaldson of the Lamoine 150 Committee was present via Zoom for part of the meeting.


The minutes of the December 7, 2020 meeting were approved as written.  Lori proposed and Jeff seconded a motion to accept the minutes as written.  Vote in favor was 5 to 0.    

Lamoine 150 Celebration:  Cynthia Donaldson attended via Zoom to discuss the August 7-14, 2021 festivities.  Update on the play equipment for children is that the permits and equipment have been obtained, and they are hoping it will be installed in June at the Lamoine Beach.  They have raised $5,500 of the $10,000.  The equipment cost about $8,300. 

Cynthia reported that the August 14th celebration they are planning includes dessert and speeches at the Lamoine State Park, music by Tyler Stanley, and then fireworks.  The fireworks are put on by a professional company that obtains all the permits and lights the fireworks from a barge.  Cynthia reported that the State Park cannot host that event because they cannot manage the number of people, and also there will be campers at the Park who expect a quiet, peaceful experience.  Cynthia asked whether they could hold this event at the Lamoine Beach.  Lori suggested having the dessert and music at the soccer field at the Lamoine School and then doing the fireworks at the Lamoine Beach, with transportation provided for those would want to attend the fireworks.  Everyone agreed that was a great idea.  No town application will be needed since it is sponsored by the Town.

Cynthia will put the details in writing and submit it to the Parks Commission by the end of March.  Covid guidelines will be followed.

Whitcomb Woods:

Cathi contacted Aaron Dority of the Frenchman Bay Conservancy to discuss the plan for making trails, volunteer work, etc.  She will follow-up to see when the work can start when the ground is ready.  Bob offered to help install the sign.   Volunteers will be needed for the trail work.  Lori mentioned the Girl Scouts have been fundraising and the trip they planned was canceled, so they will be using the money to complete community service projects.  Cathi and Lori will follow-up.

Marlboro Beach:

Cathi inquired at Downeast Printing about the cost for printing the kiosk panels, and they quoted $60/hour.  Cathi asked Stu about funding from the budget.  It was recommended we wait until July to use the 2021/2022 budget.  Stu reported the other two kiosks were printed by Northeast Reprographics in Bangor.  Cathi will follow-up with them too.

Bob asked whether the road will be resurfaced at Marlboro Beach.  Cathi will follow-up.

Bloomfield Park: 

Date was set for Saturday, May 15, 2021 from 9:00-11:00 for the annual Bloomfield Park cleanup (rain date May 22, 2021).  Lori asked if we needed more Girl Scouts beyond the usual two that help.  Cathi reported no because we usually are done quickly.  Let’s think about projects for the Girl Scouts.  They are looking for a final project and have raised money.

The trail camera was taken down in December and remains down for now.  We will revisit if we want to put it back up on cleanup day.  There have been no further complaints from neighbors.  We haven’t caught much on the videos/pictures. 

Doug’s Retirement: 

Finally sent Doug some dark chocolates after not being able to do anything in person for him to celebrate his retirement from the Parks Commission.  He appreciated it very much. 

Next meeting:

Monday, June 7, 2021 at 6:00 p.m.  Maggie will not be in town, so someone else will take minutes. 

There being no further business, Cathi proposed and Maggie seconded a motion to adjourn.  Vote in favor was 5 to 0. Meeting adjourned at 6:30 p.m.
